  • Responsible for the expansion of the lean government program with new staff hires and deployment of new strategic plans.

  • Assisted with the management of the deployment of People Soft enterprise resource planning software to all major state agencies.

Administrator- Division of Energy Services AUG 2011-JUL 2015

  • Managed the division of energy services which included the low income energy assistance and weatherization programs, and the state energy office.

  • Responsible for filing grant applications and managing federal and state funding for the various programs which are in excess of $200,000,000 per year and a staff of over 40

  • Managed a $30,000,000 revolving loan fund focused on manufacturing energy efficiency projects.

  • Provided policy advice on state energy policy.

Energy Project Development:

  • Consulted on the UW Charter Street Project evaluating project design, scope of work, and EPC contract development for the woody biomass co-generation facility.

  • Project development work on a DOE funded biomass to energy project in northern Wisconsin which includes biomass fuel supply and contract development, project siting, utility interconnection, and overall project scope development.

  • Directed power plant siting studies evaluating the environmental, technical and economic attributes of each site.

  • Performed economic analysis of various technologies and siting options for decision-making purposes.

  • Provided management recommendations on site and technology selection for respective generation projects.

  • Initiated vendor selection process for preliminary engineering and permitting coal fired generating station.

  • Developed initial team for completion of permitting and regulatory filings.

  • Was company’s expert witness during regulatory process on siting, technology, carbon capture and sequestration and other technical matters.

Integration and Deployment of ERP System

  • Represented the generation business unit on corporate implementation of an enterprise wide accounting and procurement and human resource management system (ERP).

  • Identified and implemented process improvements to integrate with and improve internal processes.

  • Developed, implemented and monitored a cost savings plan to extract the value from the ERP system.

General Manager of Fossil Fuel and Generation Procurement 1997-2002

  • Managed the fuel (coal and fuel oil) procurement program for Alliant Energy operated facilities, which included fuel, transportation, unit train rail car fleet and maintenance to deliver 15 million tons of coal annually.

  • Managed the general procurement activities for the generating business unit which including all suppliers and services. Converted to a focus on procurement of major strategic buy categories and commodities, and automation of routine purchases via online systems.
