Program Support Assistant

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include but not limited to:
Explains VA financial programs, regulatory requirements, and available debt management options; Conducts interviews to ascertain current financial concerns and limitations; Gathers relevant documents and data from VHA and VBA systems and completes adjustments to copayment accounts as needed to resolve Veteran requests for debt relief and assistance; Works closely with the VA Health Resource Center (HRC) and VA Regional Counsel (RC) representatives and agents on questions and corresponding regarding debt relief and/ or legal case remedies for 1st Party copayment accounts; Documents and completes an electronic record of actions performed, and summary of communications; Provides guidance and recommendations on the benefits and related options available for debt relief; Receives, reviews, and routes correspondence and prepares responses, as appropriate; Conducts follow-up contact with customers through telephonic, electronic or written media; Acts as an advocate for Veteran customers and their associate representatives in their dealings with other VA departments, elements, and organizations with regards to their request for assistance; Performs research to determine the correct action or response for probate/legal case handling, bankruptcy protection and case remediation, small balance account adjustments, the cessation of collection actions, and the removal of aged debt; Performs bill level account adjustments, including balance decreases, terminations, and/or the waiving of bill balance transactions; Performs a complete and full audit of copayment accounts where the Veteran customer received a copayment exemption eligibility status change; Analyzes and verifies copayment requirements, and Performs other duties as assigned. Experience:
Possess one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is that which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specific qualifying specialized experience for this position (which should be documented on your resume) is:
experience gathering data from a variety of sources; preparing reports or information in an acceptable style and format; serving in a liaison role referring visitors and callers to appropriate staff members; and providing information and advice on established procedures (either verbally or in writing) in the areas of patient accounts, appointments, and/or health insurance-related issues. OR EDUCATION SUBSTITUTION:
Successfully completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Possess equivalent combinations of experience and education as described above to fully meet the requirements of this position. For GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
