This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff as well as the consistent execution of HR-related administrative functions to benefit both staff and Veterans. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans. This HR Assistant is located at the William S Middleton Memorial Veterans Hospital in Madison, WI.This position provides Network-wide human resource support work in the VISN Strategic Business Unit (SBU) that entails determining the approach and methods needed to staff position at a specific grade level, process personnel actions, and ensure related staffing functions are completed in a timely fashion. Major Duties:
GS-5 Level Duties Include:
At the GS-5 developmental level, the incumbent has knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to:
Accomplishing routine support tasks within the HR office. Providing routine information, answering calls and walk-ins to the office. Requesting HR records from the records center. Initiating HR actions. Identify whether employees applying for promotions meet the time-in-grade requirements. Maintaining files and/or employee records, position descriptions, training records, or other HR items; and Using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed. GS-6 Level Duties Include:
At the GS-6 developmental level, the incumbent has Knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to:
Answering inquiries concerning merit promotion procedure, procedures for reinstatement or transfer to another Federal Agency, and job vacancies for which application are being accepted. Identifying whether test needs to be administered. Identify whether employees applying for promotions meet the time-in-grade requirements. Identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request. Accomplishing routine support tasks within the HR office. Providing routine information, answering calls and walk-ins to the office. Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry -on -Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Experience:
Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-04) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience typically includes, but is not limited to:
performing a variety of record keeping, reporting, and information duties; performing receptionist duties; and preparing a wide variety of correspondence and reports using Microsoft Office programs such as Word, PowerPoint, and Excel. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPT REQUIRED). OR Combination:

Experience:
Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-05) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience typically includes, but is not limited to:
experience working with Human Resources requirements, procedures, operations, and terminology; working with HR functions and sections within HR (e.g. recruitment, classification, benefits, etc.); utilizing automated systems such as Microsoft Word, Excel, Access programs, and web-based systems; processing requests for personnel action; and working with office management procedures including organization of regulatory materials, files, and records; making decisions, resolving problems or discrepancies based on knowledge of personnel processing rules, regulations, and procedures; preparing paperwork for new employees; providing in-processing services for new employees; providing a wide range of information with respect to employee benefit programs such as health benefits, life insurance, thrift savings plan; and providing information to employees on special program entitlements, and application procedures for merit promotion consideration, reinstatement, transfer, etc. There is no educational substitution for the GS-06 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
