The Human Resources Business Partner serves as a consultant to management on HR related issues and works to align human capital with business objectives in designated customer groups.
The position will help ensure quality Human Resources services within the Agency.

Administers various human resources programs and procedures for assigned customer group(s) and assists in the implementation and execution of personnel policies and procedures
Participates in customer department meetings offering guidance and support on HR related topics
Improves manager and employee performance by identifying and clarifying problems, evaluating potential solutions, implementing selected solution and continuing to counsel managers and employees
Handles employee relations counseling, disciplinary process, terminations, and exit interviewing for assigned area
Completes special projects by clarifying project objective, setting timetables and schedules, conducting research, developing and organizing information, consulting with HR management as appropriate and executing
Manages client expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports
Assists in managing the relationship with the union related to disciplinary actions, employee meetings, reporting, communications, etc.
Analyzes employee data, summarizes and/or reviews data; report findings, interprets results and/or make recommendations to the appropriate level manager in Human Resources.
Implements development, retention and recognition plans within designated areas.
Conducts training/educational sessions on a variety of human resources topics as needed
Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines
Creates and updates Agency policies and procedures under the direction of management
Conducts full life-cycle recruitment efforts for exempt and nonexempt positions within customer group(s) when needed
Performs special assignments and or projects as assigned Qualifications Required Education, Experience, Certifications, Licensure and Credentials:

Bachelors degree required Minimum Required
Experience:
Minimum of 5 years of HR related experience; experience working in a Union environment is a plus Required License Certification Registration :

Physical Requirements :
The nature of this position often requires sitting at a computer terminal for long periods of time.
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time.
Visual Acuity :
The worker is required to have close visual acuity to perform an activity such as:
preparing and analyzing data and figures; transcribing; viewing a computer terminal.
