$119K - $151K a year Doyle Administration Building Works under the direction of the Superintendent, except when acting as attorney for the Board of Education, when this position reports directly to the Board of Education.
Provides general legal counsel and oversight of all legal matters of the district.
Serves as legal counsel for administrative activities of the district; oversees outside counsel; drafts legal documents, policies, procedures, board motions resolutions.
Develops successful working relationships with the Board of Education, Superintendent, Cabinet, Senior Leadership Team, Curriculum and Instruction, Human Resources and Building Services.
Essential Duties and
Responsibilities:
Provides legal counsel to the Board of Education and to the Madison Metropolitan School District rendering service on a wide variety of legal issues, including:
school law, personnel law, district governance, insurance, finance, real estate transactions, contracts, grants, policy, procedures, workers compensation, compliance, pupil matters, employment matters, tort liability, and general litigation.
Leads base wages bargaining process with certified unions.
In collaboration with the Senior Executive Director of Human Resources, oversees administration of affirmative action planning.
Maintains, monitors, and conducts district-wide training on district policies and procedures at the annual legal conference and on a continual basis with a focus on regulatory compliance of FMLA, ADA, FERPA, Title IX and other applicable employment/educational laws and compliance areas.
Oversees and assists with investigation of complaints filed in relation to Title IX, discrimination and harassment.

Represents the District and/or works with outside or insurance-appointed counsel in judicial and administrative proceedings.
Reviews and prepares resolutions, contracts, leases and other district legal documents; assists with preparation and reviewing of meeting notices with School Board Secretary; participates in monthly consent agenda review; and creates and reviews vendor contracts.
Prepares written legal opinions and prepares and/or reviews an assortment of other legal documents including pleadings, briefs, motions, contracts, and leases.
Advises the Board of Education and staff regarding the impact of current federal and state legislation.
Assists with the planning for and implementation of current legislation as it impacts the District.
Advises the Board of Education and staff regarding the impact of administrative and judicial decisions upon the District.
Coordinates, prepares and conducts hearing and other quasi-judicial proceedings before the Board of Education, including expulsion of students, nonrenewal and dismissal of District personnel.
Advises personnel in the day-to-day operation of schools in the District by answering questions on a variety of legal topics including torts, board policy, open meetings, public records, pupil records, student rights, special education, Title IX, intellectual property including copyright and trademarks, etc.
Serves as parliamentarian at regular meetings of the Board of Education.
Provides advice and counsel on school law related issues to the Board of Education and employees of the District.
Develops and manages a high performing team that is highly skilled and motivated to provide quality, value-added services.
Responsible for hiring, coaching and mentoring, performance management, and progressive discipline as needed.
Prepares an annual budget and monitors expenses and revenue throughout the year.
Education, Knowledge, Skills, Abilities to perform essential job functions:
Licensed to practice law in the State of Wisconsin, or able to become licensed at the time employment begins.
A minimum of seven (7) years of progressively responsible experience in private practice or with a public agency with comprehensive working knowledge of school law and general local municipality law.
Three (3) years of administrative supervision experience.
New graduates will not be considered for this position.
Direct litigation experience.
Demonstrated abilities in effective written and verbal communications.
Experience with a variety of computer applications.

A minimum of five years experience in private practice or with a public agency with comprehensive working knowledge of the law applicable to the operation of governmental entities, and of school law issues in particular.
New graduates will not be considered for this position.
Direct litigation experience.
Demonstrated acute attention to detail and thoroughness.
Demonstrated excellent written and verbal communication skills.
Demonstrated ability to establish positive relationships with people representing multiple and diverse interests.
Demonstrated ability to deal with sensitive issues in a confidential and professional manner.

Qualifications:
Direct experience representing and resolving legal issues for K-12 public school districts.
Litigation experience in multiple forums (e.
g.
, state court, federal court, administrative proceedings, etc.
).
Working knowledge of Wisconsin law applicable to public schools and to governmental entities in general.
Experience and background conducting legal research using resources other than commercial, fee-based services.
Experience as a supervisor and evaluator of staff.
Demonstrated abilities in establishing positive working relationships with persons representing multiple and diverse interests.
