The Human Resources Officer plans, develops, and administers the human resources program area, and payroll and benefits services for the Wisconsin Court System and is expected to develop and manage human resource practices and policies including classification and classification; recruitment, selection and retention; probationary, annual and concentrated improvement performance evaluation; employee complaint investigations; grievances and appeals; organizational analysis; supervision of payroll and benefits administration including leave accounting and workers and unemployment compensation; employee assistance; and training and supervising professional staff in human resources and payroll.
Position Summary LOCATION:
Madison, WI with occasional statewide travel required.
Certain positions with this Department may allow remote work for a portion of their work schedule, depending on the needs of the position and the work unit.

SALARY:
Starting salary will be $90,952 to $101,473 annually, with a State of Wisconsin benefits package.
Job Details
Responsibilities:
1.
) Oversees Human Resources policy development and strategic planning.
2.
) Manages employee relations.
3.
) Oversees, manages, administers, and supervises the court system payroll, leave accounting, and fringe benefit programs.
4.
) Manages the Recruitment and Selection process.
5.
) Manages the Classification and Compensation process for the court system.
6.
) Supervise staff in day to day human resources and payroll operations.
Qualifications Required:
1.
) Experience supervising and managing employees in multiple function areas of human resources or payroll (e.
g.
, recruitment and selection, benefits, payroll, classification and compensation, or employment relations); 2.
) Experience enforcing state and federal law as it pertains to employment law, human resources, payroll or related issues; 3.
) Experience working with employee grievance and disciplinary matters; 4.
) Experience responding to affirmative action and/or equal employment discrimination complaints; 5) Experience in using Microsoft Office suite of applications.
Preferred:

) Experience managing working in a supervisory or leadership position in human resources, benefits or payroll with the State of Wisconsin Government; 7.
) Experience auditing and reviewing data entered in Enterprise Resource Planning software (e.
g.
, PeopleSoft); 8.
) A Bachelor's Degree in Human Resources Management or related field.
9.
) Certification in SHRM-CP or higher.
