DEFINITION Under general supervision of the Human Resources Manager, provide structured professional personnel administration and technical support to the Employee Relations Division.
Coordinate and implement recruitment and selection processes within the confines of a civil service merit system and the application of contractual and ordinance provisions.
Develop and coordinate training programs and service seminars for all County staff.
Perform position reclassification and reallocation audits/analyses to ensure proper classification of positions.
Administer the county's FMLA, Union and County Ordinance Leave programs as prescribed by federal, state law and county ordinance.
Perform other assignments as required.
EXAMPLES OF DUTIES Administer recruitment and selection processes:
draft recruitment advertisements and disseminate to newspapers or websites; create and enter recruitment and examination information in applicant tracking system; place recruitment information on logs and keep current; screen applications for minimum requirements and justify determinations and respond to calls from applicants regarding their status; coordinate the administration of exams and tabulate and verify exam results; maintain recruitment files; compile recruitment reports; certify candidates for final selection using appropriate contract or ordinance language.
Process requests for Family and Medical Leave Act (FMLA) leave in accordance with state and federal law.
Coordinate and conduct New Employee Orientation.
Conduct training needs analysis and coordinate internal and external departmental training.
Conduct position reclassification and reallocation audits determining proper classification of positions.
Respond to questions from the public and departments regarding general policies and procedures.
Assist in the maintenance of a centralized personnel records system.
Compile information for reports and assist in consolidation and presentation of data.
May train other employees in HR-related tasks.
May act as back-up receptionist when needed.
May assist in other ER units' tasks as needed, e.
g.
, Payroll audits, etc.
Education, Experience & Special Requirements Education, Training and
Experience:
Any combination of education, training and experience equivalent to a Bachelor's degree in Human Resources Management, Industrial or Labor Relations, Business or Public Administration or related field.
The use of an applicant tracking system is a plus.
Special Requirements:
Work is in a fast-paced office environment with many deadlines that need to be adhered to and the ability to multi-task.
Must have a valid driver's license, or access to reliable personal transportation, or equivalent.
