The Human Resources Systems Director, under the leadership of the Senior Executive Director (SED) of Human Resources, leads and oversees the systems teams to include benefits, payroll, compensation, and employee relations.
This position partners with SED to aid in the development and implementation of district-wide HR strategies.
The Human Resources Systems Director will collaborate to oversee the day-to-day activities and outcomes of the HR divisions related to benefits, payroll, compensation, and employee relations to ensure that the department is managed and performing efficiently and effectively.
The individual serving in the role is responsible for the overseeing of the processing of all MMSD payrolls, implementation of benefits for all district employees and retirees and matters relating to employee relations.
This position will also serve as subject matter expert for Board of Education meetings and representing in cases with litigation related to benefits, payroll and employee relations.
Essential Duties and
Responsibilities:
Collaboration with direct leads and their team to establish quantitative and qualitative metrics, guidelines, standards and data dashboards so efficiency and effectiveness related to the overall systems processes to include benefits, payroll, compensation, and employee relations can be analyzed and improved.
Participates in setting HR strategy, and measuring and communicating success measures for the staffing team.
Actively leads and provides subject matter expertise for large scale change initiatives and/or special projects that involve benefits, payroll, compensation and employee relations.
Oversee HR compliance in the areas of benefits, payroll, compensation, and employee relations and ensure human resource staff are adhering to all employment, state and federal laws.
Recommends and implements new approaches and procedures that will improve day-to-day operations and efficiencies in the areas of benefits, payroll, compensation, and employee relations.
Oversees implementation of benefits, payroll, compensation and employee relations function activities for all district employees in accordance with Board of Education policies and procedures, and applicable local, state and federal statutes and regulations.
Ensures federal and state mandated reports for income tax, Social Security, unemployment compensation reports, employee retirement, tax withholding, and employer contributions to employee retirement, unemployment compensation HRA and other benefits are reported as required.
Ensures communication regarding all benefits for current and retired MMSD employees is provided in a timely manner consistent with required local, federal and state mandated reporting.
Collaborates with Staffing Director in the guidance and monitoring of adjustments, transfers and allocations of schools and departments related to the workbook process.
Ensures the reconciliation of the HR department budget related to systems teams (benefits, payroll, compensation, and employee relations) and provides regular updates to the Senior Executive HR Director.
Assists in the development and oversight of the HR Strategic plan that relates to human resource systems (benefits, payroll, compensation, and employee relations).
Operationalizes district policies and processes related to human resource systems (benefits, payroll, compensation, and employee relations) that can be shared with the Senior Executive Director for dissemination across the district.
Communicates updates to the operationalizing of district policies and/or departmental procedures to benefits, payroll, compensation, and employee relations staff.
Improves customer service and satisfaction through policy and procedural changes.
Balances payroll deductions and prepares information for preparation of payroll payments, including deductions for credit unions, insurance premiums, savings bonds, garnishments, levies, child support, and tax-sheltered annuities; Calculates and processes retroactive pay and insurance refunds as determined by labor relations or the MMSD Board of Education; Interviews potential payroll staff and approves for hiring; Supervises payroll staff; assigns tasks and projects; identifies and directs employee training; evaluates employee performance; approves employee discipline, promotion, transfer, and termination; Ensures timely communication with District employees and government regulatory agencies regarding payroll checks and deductions and benefits.
Ensures wage and tax assignments are processed according to court orders and child support agencies directives.
Maintains knowledge of payroll and benefits administration principles and practices, Board payroll policies and procedures, District employee group changes, MMSD Employee Handbook changes, and personnel supervision principles and practices.
Ensures implementation of mandated directives from government agencies such as the Department of Labor, IRS, Social Security Administration, Wisconsin Department of Revenue, and the Wisconsin Department of Employee Trust Funds affecting District employees' payroll/wage records.
Performs other related duties as assigned.
Qualifications:
Bachelor's degree in Accounting or related field.
Five or more years of payroll administration and supervision or accounting supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Significant experience with payroll and time and attendance software and ability to learn specific applications.
Knowledge of local, state and federal tax laws Experience and proficiency working with payroll/HRIS systems.
Advanced computer skills with MicroSoft Office and G Suite products.
Effective and efficient problem solving skills including research and analytical skills.
Ability to ethically work with employee-sensitive information and maintain confidentiality.
Effective written and oral communication skills including accuracy and spelling Attentive to detail and able to manage multiple priorities.
Strong organizational and prioritizing skills.
Ability to work in an environment that requires accuracy and affability in a continuous pressure situation with stringent deadlines and continual interruptions.

Physical Requirements:
