By effectively reviewing our network devices, collecting performance-related data, and applying industry leading practices, we achieve greater insight into our network, help reduce operational costs, incorporate advanced technologies, and enhance network reliability.
The Manager- Network Performance and Capacity is responsible for assuring that the performance and capacity of our network is appropriate to effectively deliver our products and services across all of our ILEC, CLEC, and cable markets. This includes specifying the system requirements to perform these functions (such as IP policy management) as well as developing the repeatable processes to effectively and efficiently manage this functional area in order to:
Improve the performance of network equipment through performance and capacity analysis and remediation project recommendations
Forecast network capacity needs to ensure products and services can be delivered when sold based on market priorities
Utilize network modeling tools (Cisco Mate) to report on capacity constraints and forecast capacity needs
Utilize Policy Management tools (Sandvine) to report on capacity constraints and forecast capacity needs
Utilize Cable network tools to report on capacity constraints and forecast capacity needs
Utilize network inventory data (Metasolv) to report on capacity constraints and forecast capacity needs
Utilize the TR-069 tool (Pace) to report on capacity constraints and forecast capacity needs
Complete statistical analysis and forecasting from all data sets
Complete correlation analysis to improve and optimize forecasting and reporting
Reduce circuit expenses by managing overall circuit costs for transport, backhaul, core networks, and voice trunks
Reduce capital costs by reusing equipment to alleviate capacity issues based on market priority
Reduce network operations costs and enhance network reliability by identifying potential performance problems and making improvement recommendations

The Manager - Network Performance and Capacity will also prioritize with respect to the need for action (the when something needs to be done) based on forecasting and interface with the other groups in Network Services and Network Operations to determine when an AD is required, engineering package needs to be done, when acceptance testing is complete, etc. The emphasis in this assignment will be on managing network performance and capacity of all types, process improvements for the systematic improvement of this functional area, team building, development and adherence to TDS standards, communicating, and meeting the business needs of TDS Telecom in a timely manner and within budget
Develops, manages and provides leadership to a team engaged in forecasting, identifying, optimizing, designing and implementing infrastructure performance and capacity projects aimed at ensuring we meet service levels across our network while meeting capital and expense budget targets
Provides overall direction and leadership for all matters related to performance and capacity of infrastructure and circuit facilities.
Analyze performance data and configurations from network devices and tools on a recurring basis to proactively identify network optimization opportunities related to performance and costs
Responsible for the development of performance and capacity standards as well as ensuring that these standards are maintained across our networks.
Provides subject matter expertise through preparation of reports and interfaces with PSC's, state and industry associations.
Primary interface with GRA, Finance, Field Services and MSCO with regard to the status of capacity projects
_Required Qualifications

Bachelor's Degree or higher OR 4
years professional work experience
4
years of work experience in a Telecommunications, Cable, or Technology related field
_Other Qualifications

Knowledge of current telecommunications architectures and technologies such as: fiber optic, copper, coaxial, Ethernet, ATM, and IP protocols; and, traffic system, circuit provisioning, Class 5 switching and plant records systems
Proven leadership track record within successful telephony company and/or departments
Ability to manage multiple tasks and multiple departments while maintaining a positive attitude
Excellent problem solving skills, strong leadership ability and interpersonal skills
Must possess a sense of urgency and a can-do attitude and have the ability to instill that attitude to those within the direct organization as well as those outside of the direct organization
Strong written and oral communication skills
