Principal duties:
The Portfolio Manager will assist with the building and management of the newly formed UW-Madison campus Enterprise IT Decision Making (EITDM) process (see /) working closely with the Vice Provost/CIO and Chief of Staff for the CIO office. This position will oversee and help build the IT Decision Making process including coordinating decisions on IT projects - especially those related to the core teaching and research mission of the university, reducing duplication of projects and applications, creating team agendas, facilitating campus communications, maintaining the portfolio of IT related requests, documenting subsequent decisions and tracking milestones of approved projects.
The candidate will be an effective communicator; skilled at collaborating with academic units and constituencies across the university and efficient in managing a fast-paced and time sensitive process. The candidate will be responsible for intake of requests, prioritizing and categorizing requests and then routing them through the appropriate process. The candidate will also be expected to help with budget management of the CIO office operations, coordination of a strategic investment portfolio, and project metrics and measurements.
Ideal candidates will have demonstrated their ability to manage complex processes and project portfolios in higher education; as well as make process improvements with a focus on customer service. They will understand the complexities of working in a university environment on common goals and initiatives in a highly decentralized teaching and research environment and have excellent communication and organizational skills.
Principal Duties:
Assist campus requestors:
Serve as the contact point for the EITDM process.
Establish strong relationships with campus partners to develop trust in and understanding of the processes.
Educate requestors on the IT decision making process and the requirements for project proposal submission and evaluation.
Guide development of requests to ensure completeness, such as a business case, project scope, budget development, resourcing needs, etc.
Assign resources (business analysts, architects) to gather requirements and package requests.
Inform requestors on the status of requests and communicate decisions and next steps in the process if applicable.
Help Inform the decision making process:
Provide recommendations to the review committees (especially regarding organizational capacity and resources, dependencies, et al).
Maintain a portfolio of current local and enterprise campus systems, integrations, and projects.
Maintain a contact list of key resources that can be drawn upon (architects, business analysts, project managers, academic technologists, research specialists and others) as experts to support decisions.
Track current funding pool including burn rate, current balance, promised spending, etc.
Assist in the management of the overall decision making process including:
Intake and routing of requests through the process.
Manage the portfolio of requests, monitor status, manage progress, and ping and push the process as needed.
Review and refine requests for completeness
Gather metrics on the current portfolio of requests, status, submission and review times, etc.
Manage the post-process evaluation
Define and gather metrics regarding project success rates.
Define and gather metrics regarding the process.
Recommend and implement continuous improvements to the process.
Evaluate post-project deliverables against the business case and report findings.
Manage the communications regarding the EITDM process:
Manage a campus communications website and tracking system
Work collaboratively with others across campus who are advancing project management, business analysis, systems analysis, quality assurance, and performance metrics
Continually educate campus about the process and how/when to engage.
Other tasks or duties:
Participate in professional development activities including state, regional and national higher education associates.
Complete other projects as assigned.
