This position is located at the William S. Middleton Veterans Hospital providing journeyman clinical social work service in the Mental Health Intensive Case Management (MHICM), known locally as Community Support Program (CSP), or the MHICM RANGE within the Mental Health Service Line. The CSP office is in Madison. The RANGE office is physically located in King or Waupaca, WI.
The incumbent is a clinical social worker providing direct outpatient mental health services to patients and families, consultation to other departments and to the community and education of patients, families and hospital staff on a wide range of mental disorders and treatment.
The incumbent functions in a multidisciplinary community setting. The patients for whom the incumbent regularly provides treatment services have a diagnosis of a severe and persistent mental illness and often co-occurring substance dependence diagnosis and/or other psychiatric disorders. An unusual degree of skill in delivering social work service is required to deal with the complexity of patient needs.
The incumbent will provide clinical social work consultations and services to a wide variety of complex situations that may be referred for intervention. The incumbent has full professional responsibility for the assessment of difficult problems, drawing appropriate diagnostic impressions and initiating viable treatment for a diverse patient population. The incumbent is knowledgeable in case management functions, mental health counseling, chemical dependency counseling, crisis intervention techniques, family counseling and marital counseling, individual and group therapy and other specific therapies that may be necessary. Special attention by the incumbent is necessary regarding psychosocial and cultural factors and the impact of illness on the patient, his/her family and the community.
Serves as the care manager of patients assigned to either MHICM program which includes such functions as oversight of all treatment, careful ongoing and thorough assessment, and development of comprehensive and appropriate individualized treatment plans with scheduled updates and appropriate referrals and regular follow-ups. Performs standardized intakes and evaluations and makes referrals to appropriate groups, individual therapies and other complementary services for substance abuse, psychiatric and post-traumatic stress disorder patients.
Formulates psychosocial diagnoses and develops and implements psychosocial treatment plans.
Advocates for, and coordinates the use of patient, VA and community resources to meet the veterans' needs.
Provides individual, family and group therapy, crisis intervention, chemical dependency counseling and other specific therapies that may be necessary.
Consistently attends and participates in multidisciplinary rounds/team meetings.
Driver's License required, position involves transporting veterans in government vehicle.
Work Schedule: Mon. - Fri. 8 AM to 4:30 PM with occasional evenings.

Basic Requirements:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. For those persons with less than one year of post-MSW experience and who are not yet licenses or certified, may be appointed on a temporary appointment at the level pending license within 3 years of their appointment as a social worker.
ENGLISH LANGUAGE PROFICIENCY-Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations: GS-11 GRADE REQUIREMENTS
Minimum of one year of post-MSW degree experience in the field of health care social work
OR
Doctoral degree in social work from an accredited school of social work
AND
Must demonstrate the following Knowledge, Skills and Abilities:
1. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services
2. Ability to independently assess the psychological functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team;
3. Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds requiring knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, society and culture;
4. Knowledge and experience in the use of medical and mental health diagnoses, disabilities and treatment procedures including acute, chronic and traumatic illness/injuries, common medications and their side effects and medical terminology;
5. Knowledge of psychosocial treatment and ability to independently implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals requiring independent judgment and skill in utilizing supportive, problem solving or crisis intervention techniques;
6. Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families within the bounds of your license or certification;
7. Ability to provide consultation services to other staff about the psychological needs of patients and the impact of psychosocial problems on health care compliance with treatment, and provide orientation and coaching to new social workers and social work graduate students
8. Ability to independently evaluate your own practice through participation peer review case conferences, research studies or other organized means;
9. Knowledge and skill in the use of computer software applications for drafting documents, data management, and tracking.
