Job Description:
The Executive Director is employed by the Wisconsin County Human Services Association to provide leadership and coordination to the Executive Board, Policy Advisory committees, and to member counties under the direction of the Board. Coordination is related to application and impact of current and future Federal and State legislation and State Department policies and regulations as they relate to the provision of human service programs. The position will coordinate with the Wisconsin County Association's lobby efforts on behalf of WCHSA on relevant issues to the association, under direction of the Board.
General
Responsibilities:
-Identify issues, trends and developments at the national, state and local level on Human Services matters and distribute such findings to the members;
-Coordinate and draft time-sensitive responses to Department and Legislative proposals;
-Coordinate processes that keep organizational activities focused and coordinated, such as maintaining up-to-date Mission, Strategic Plan, Biennial Budget Priorities, By-laws, etc.
-Review and analyze Federal and State laws, regulations and policies affecting Human Services programming and share such findings with the members;
-Assist the Executive Board to develop and implement strategies that successfully influence laws, policies, regulations and fiscal matters affecting the Human Services System;
-Disseminate information received from Federal, State and Tribal authorities, relevant organizations and other system stakeholders to county members;
-At the direction of the Executive Board, advocate for and represent WCHSA in negotiations with Federal, State and Tribal representatives and other stakeholders;
-Provide guidance and expertise to internal WCHSA Committees and workgroups, assuring the overall coordination of activities and the appropriate dissemination of the information;
-Act as liaison with WCA lobbying efforts, organize WCHSA involvement as needed, and provide information to members of WCHSA concerning congruency of WCHSA and WCA policy;
-Conduct surveys as necessary to obtain information to support or provide direction to WCHSA policy;
Qualifications:
Five years experience in WI public human services in management. Bachelor's degree required, Master's degree preferred.Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
